As the boat from Wandoor Beach to Jolly Buoy Island departs only once at 9:00 AM,  so to reach Wandoor Beach on time you have to start from Port Blair at around 7 or 7:30 AM. So you need to ensure you get that boat or you will not have the option to visit the island until the following day. Since the excursion from Port Blair to Jolly Buoy Island takes approximately 60 minutes, you need to ensure that you are at one of the boardings focuses most recent by 7:30 AM to get a ship.
